Camping

Lyon County has two parks with camping; Garvin Park (50 sites & Tent Only Camping), and Twin Lakes (17 sites). Both parks have electrical at each site (except primitive camp at Garvin Park. Even with 60+ site the weekends fill up fast! Here's a few reasons why... Camping is GOOD FOR YOU...

FRESH AIR
After setting up your tent or moving your belongings into your yurt, you take a deep breath and are overwhelmed by a feeling of happiness. This is not only because you are about to embark on a week-long vacation, but because you are surrounded by trees which give off a high-capacity of oxygen. Your brain functions better with this increased level of oxygen and releases serotonin, which makes you feel happy and lowers your stress level. Fresh air has other health benefits, such as improving your blood pressure, aiding digestion, and boosting the immune system. Providing your body with these higher levels of oxygen over a series of days increases the effect of these health benefits.

EXERCISE AND SOCIALIZE
Camping provides a great deal of exercise. You walk to different amenities, swim, play sports, hike, fish, etc. These different exercises burn off a greater amount of calories than an office job would. Exercise activates your cardiovascular system and is beneficial to the health of your heart and lungs. In a society where hard work is idealized, and more time is spent at your place of employment rather than at home, camping provides time away from daily stresses and allows time for you and your family to socialize without distractions. According to The American Journal of Public Health, socializing can delay memory problems and extend your lifespan

SUNSHINE
Whether you are sleeping outdoors or taking refuge in an RV, just spending down time outside has a huge impact on your health. The sun is not only good for that tan, but it also provides our bodies with Vitamin D. This is essential to our well-being because Vitamin D allows our body to absorb calcium and phosphorous which strengthens our bones and teeth.

REDUCES STRESS & DECREASES ANXIETY / DEPRESSION
Being outdoors and camping allows you to remove yourself from the stresses of your career. Sitting by the pool or in front of a dim campfire are great ways to relieve stress. Although many campsites offer wifi, it is important to allow yourself time away from technology and connectedness (the need to be connected through social media). The decrease in the constant stimulation of technology will encourage a greater psychological and emotional health. Research has shown that green spaces can decrease depression by up to 71%. Camping allows us to break away from the chaos of life and enjoy the simplicity of nature. Clarity can be developed from the solitude of nature.

 

Picnic Shelters

Shelter Rental:  Shelters can be rented throughout the year for $25.00 per day. Contact park staff to schedule rental of the building. 

Picnicking: In addition to camping facilities, Garvin Park has five (5) large picnic shelters, and numerous picnic tables spread throughout the park. Four (4) shelters have electricity. Twin Lakes park has one picnic shelter with electricity.

Park Amenities and Facilities: Garvin Park has Shower Facilities in the lower campground.  A Dump Station is also available in the lower campground. (Off Site Dumping for non-registered campers is $5.00). Garvin Park has plenty of recreation, and play space including a softball field, several sets of playground equipment, and disc golf.

Lyon County AIS Concerns

With the news that zebra mussel was found in Murray County (Lake Sarah) it is clear that no lake is immune from potential AIS threats. Aquatic Invasive Species (AIS) refers to all aquatic species not native to our region that were transported here through several pathways. Please remember to follow State of Minnesota invasive species laws by taking the steps below, or learn more at the MN DNR AIS website.

1. CLEAN all visible aquatic plants, zebra mussels, and other prohibited invasive species from watercraft, trailers, and water-related equipment before leaving any water access or shoreland.

2. DRAIN water-related equipment (boat, ballast tanks, portable bait containers, motor) and drain bilge, livewell and baitwell by removing drain plugs before leaving a water access or shoreline property. Keep drain plugs out and water-draining devices open while transporting watercraft.

3. DISPOSE of unwanted bait, including minnows, leeches, and worms, in the trash. It is illegal to release bait into a waterbody or release aquatic animals from one waterbody to another. If you want to keep your bait, you must refill the bait container with bottled or tap water.

New Construction Abatement

The purpose of the Lyon County Tax Abatement Policy for New Construction of Single and Multi-Family Homes is to provide incentives in Lyon County to encourage the construction of new owner occupied and residential rental housing units and increase the value of the future tax base for Lyon County taxpayers. 

Any person or entity who constructs a new single family home, duplex, or multi-family complex consisting of 12 units or less, and who files application material and seeks formal approval from Lyon County between July 1, 2018, and December 31, 2022, may be eligible to receive a tax abatement of the County’s share of increased real estate taxes as a result of building newly constructed housing or a home, for a period of four (4) years provided all of the following are met:

  1. Property is located within Lyon County and zoned and permitted properly for the proposed development project.
  2. The applicant has not and will not receive other local public financial assistance (tax increment financing/TIF, Workforce Housing, Small Cities Development Program), however, this program will coordinate with other local government tax abatement programs.
  3. Project is built to building codes adopted at the time building permit is obtained.
  4. Property taxes are current and paid on time and in full.
  5. Program approval is obtained for construction beginning after January 1, 2018.

Notice of Expiration of Redemption

TO: ALL PERSONS WITH A LEGAL INTEREST IN THE PARCELS OF REAL PROPERTY DESCRIBED IN THE ATTACHED NOTICE

You are hereby notified that the parcels of real property described below and located in Lyon County, Minnesota, are subject to forfeiture to the state of Minnesota because of the nonpayment of delinquent property taxes, special assessments, penalties, interest, and costs levied on those parcels.

The time for redemption from forfeiture expires if a redemption is not made by the later of (1) 60 days after service of this notice on all persons having an interest in the parcels or (2) May 13, 2019. The redemption must be made in the Auditor/Treasurer’s office.

FAILURE TO REDEEM THE LANDS PRIOR TO THE EXPIRATION

OF REDEMPTION WILL RESULT IN THE LOSS OF THE LAND AND

FORFEITURE TO THE STATE OF MINNESOTA.

The amounts listed above must be paid to redeem if paid on or before March 31, 2019. Additional costs will be incurred during the process that must be paid to redeem any parcel. Please contact the Lyon County Auditor/Treasurer’s office for the total amount due.

AIS Workplan

According to the Minnesota Department of Natural Resources, Aquatic Invasive Species (AIS) are species that are not native to Minnesota and cause harm to economic prosperity, the environment, and human health. Certain Aquatic Invasive Species have established in Minnesota waters and others are a major concern for future infestation.  It is our ultimate goal to create a sustainable prevention plan to ensure our waters maintain a healthy ecosystem and a sufficient biomass to protect the strength of our native species, economy, and recreation uses.

These non-native species are the cause of significant ecological and socio-economic problems. They harm ecosystems and threaten the integrity of water resources while degrading natural resources.  They also harm native fish populations, water quality, and water recreation. This plan outlines the efforts Lyon County will undertake to prevent the spread of AIS within Minnesota. This management plan focuses on preventing the introduction of AIS, limiting the spread of existing AIS, and controlling AIS where it is economically and environmentally feasible.

The attached document outlines the management and outreach plan for Lyon County.

Human Resources

 

Human Resources administers the personnel policies and procedures adopted by the Lyon County Board as well as classification and compensation plans, performance planning and review programs, and maintaining personnel records for each employee. Human Resources coordinates the recruitment, selection, orientation, development, transfer, and separation of employees. Affirmative action, Civil Rights compliance, Minnesota and Federal Family and Medical Leave Act, short-term disability, HIPAA regulations compliance, and ADA compliance are also major functions of the office.  The office coordinates and administers employee benefit programs for all departments, and works closely with Lyon County Administration and the County Board. 

The County Recorder is the custodian of the land records and vital statistic records pertaining to Lyon County. It is the responsibility of this office to preserve these records in an archival quality format and assure easy and accurate access to the same. Duties are defined as:

Lyon County Public Works includes the following Departments:

Highway (Road and Bridge): County road and bridge maintenance, road signage, flood control structure maintenance, and snow removal from county roads.

Geographic Information Systems (GIS): Maintains the County E-911 system, and provide mapping services.

Planning & Zoning: Also includes county programs for feedlots, shoreland management, septic systems, ditches, and invasive weed inspections.

Environmental: Manages the regional landfill, household hazardous waste program, and coordinates recycling, water management planning, and solid waste reduction efforts.
