NOTICE TO SUPPLIERS
Sealed bids will be received until 10:30 A.M. on February 12th, 2013 by E.J. Moberg, Lyon County Auditor/Treasurer in Commissioner Room #3, Lyon County Government Center, Marshall, Minnesota on behalf of the Board of Commissioners for the following:
ONE TANDEM DIESEL TRUCK INCLUDING BOX, HOIST, HYDRAULIC EQUIPMENT AND SNOW EQUIPMENT
Specifications may be examined at the office of the Public Works Director at the Fairgrounds in Marshall, MN. Proposals may be ordered by calling the Lyon County Public Works office at 507-532-8205. There is no charge for the Proposal. For viewing purposes, the Proposal will be posted on the Lyon County website, www.lyonco.org. All Proposals must be on forms furnished by the Public Works Director. Each Proposal must be accompanied by a certified check or bid bond, payable to the Treasurer of Lyon County, for at least 5% of the amount of the Proposal. The Bids should be clearly marked on the outside of the envelope, including type of equipment and time of bid opening. All bids should be addressed as follows: Lyon County Auditor/Treasurer, 607 West Main Street, Marshall, MN 56258. The County reserves the right to reject any or all bids.

Most people admire nature in some form. Whether that be appreciating a dramatic, serene landscape or the glint in a swooping eagle’s eye, your photos are going to be appreciated by a wide audience. If you are looking to share something that people can connect with, nature photography is a great way to do this. Nature photos will transport the viewer into your shoes, allowing them to imagine the scene as if they were there with you. Providing this window into the natural world to those who may not be able to access it themselves is a great thing to do.

The Environmental Department charges nominal fees for disposal of problem materials such as mattress, car seats, and electronic waste. Similarly, camping and building rental fees are low, yet help to pay for a portion of the total expenses of managing our parks, campgrounds, and trails.

The Environmental Department provides rental of County Fairgrounds buildings and grounds for special events, wedding receptions, graduation parties, and more. Our two County Parks both have campground facilities with low nightly camping rates.
Residential "curbside" recycling, and use of recycling sheds/containers are provided for residents only. Commercial recycling is not provided through the County, however we encourage your business to recycle, and are glad to help.
In addition to curbside collections, disposal of special materials (mattresses, car seats, electronic waste, etc.) is available to businesses and resident alike.
Residents and businesses in the eight-County region may dispose of construction & demolition waste, regular garbage, and large garbage items. The landfill is also the collection point for other recyclable materials including metal, appliances, electronic waste, and tires.

Lyon County manages Garvin Park (North of Garvin), and Twin Lakes Park (near Florence), and assists with maintenance of the Camden Regional Trail. The Environmental Department provides rental of County Fairgrounds buildings and grounds for special events, wedding receptions, graduation parties, and more. Question: "Would you throw away your car if it still had value?" Of course not. Yet only than 56% of Lyon County residents recycle. Paints, chemicals, cleaners, pesticides, aerosol cans... these common household items may contain toxic materials that are BEST to recycle through our HHW program. Disposing of household hazardous waste is FREE to residents.

Some items do have to be disposed of at the landfill, but we attempt to divert as much waste from the landfill as possible to delay expensive construction additions. Lyon County serves 8 Counties with our Regional Landfill. The landfill has a barrier to protect the groundwater, pumps and systems to manage rain water and landfill gases, and daily practices to keep litter in control. Residents and businesses in the eight-County region may dispose of construction & demolition waste, regular garbage, and large garbage items. The landfill is also the collection point for other recyclable materials including metal, appliances, electronic waste, and tires.

The county board normally meets at 9am on the first and third Tuesdays of the month in CR 1 & 2

Human Resources
Human Resources administers the personnel policies and procedures adopted by the Lyon County Board as well as classification and compensation plans, performance planning and review programs, and maintaining personnel records for each employee. Human Resources coordinates the recruitment, selection, orientation, development, transfer, and separation of employees. Affirmative action, Civil Rights compliance, Minnesota and Federal Family and Medical Leave Act, short-term disability, HIPAA regulations compliance, and ADA compliance are also major functions of the office. The office coordinates and administers employee benefit programs for all departments, and works closely with Lyon County Administration and the County Board.
The County Recorder is the custodian of the land records and vital statistic records pertaining to Lyon County. It is the responsibility of this office to preserve these records in an archival quality format and assure easy and accurate access to the same. Duties are defined as:

Highway (Road and Bridge): County road and bridge maintenance, road signage, flood control structure maintenance, and snow removal from county roads.
Geographic Information Systems (GIS): Maintains the County E-911 system, and provide mapping services.
Planning & Zoning: Also includes county programs for feedlots, shoreland management, septic systems, ditches, and invasive weed inspections.
Environmental: Manages the regional landfill, household hazardous waste program, and coordinates recycling, water management planning, and solid waste reduction efforts.
Parks: Manages the County Park system, and County Fairgrounds
GIS Cataegory
Lyon County operates a Geographic Information System (GIS) to provide current and accurate geospatial (map) information to County departments, the general public and other entities. We seek to ensure that Lyon County residents and decision makers have access to geographic information that is complete, timely, accurate, and reliable. We promote the use of GIS and related technologies to more effectively and efficiently address problems, develop plans, and manage the natural, cultural, economic, and infrastructure resources of the county. Lyon County is implementing GIS to streamline county operations and to make County data and records available to the citizens of Lyon County. GIS Department Responsibilities:
