Needs Assessment

The Lyon County Parks Department is assessing current and future needs while establishing AIS specific program development and implementation. Understanding the extent of nearby threats and collecting relevant background information is crucial to broadening prevention efforts. This information reveals water access points, property managers, lake characteristics, etc.  Identifying water bodies currently infested with AIS and understanding pathways of introduction enables the increase of awareness and prevention. Installing vehicle counters at various launch sites across the county will benefit our understanding of boat launch activity by hour and day. This will allow the county to measure use at the various water bodies.

Zebra mussels are spreading to lakes and rivers in the Midwest. These small invasive mussels attach to hard surfaces in lakes and rivers killing native mussels, limiting recreational activities, clogging water supply pipes, and competing with larval fish for food. You can provide important help tracking their distribution in Minnesota by spending a few minutes monitoring the lake or river where you live without any specialized equipment. Early detection for zebra mussels is important in protecting your property and Minnesota's water resources.

How can you monitor for zebra mussels?

Correctional Officer

Lyon County is accepting applications for the position of full-time Correctional Officer; females are encouraged to apply.  Minimum Qualifications Include: high school diploma and valid driver’s license. The current range of hourly pay is $18.43-$25.79, with two pay increases in the first year of employment, and full county benefits. RECYCLING FAQs

On Tuesday, October 1 the Lyon County Board of Commissioners passed motions that will allow Curbside Recycling to continue WITHOUT INTERRUPTION. Southwest Sanitation will continue to pick up curbside recycling on the same schedule for the month of October while the County Board works out a new agreement to start November 1, 2019. This page will be updated as details are finalized.

 

Changes Coming for Recycling in Lyon County

 

COLLECTION SCHEDULE

Starting November 1, curbside recycling will be collected Every-Other-Week. Please see the image below for schedule details for the remainder of 2019. Simply put, all Lyon County residents with curbside recycling will be collected the same week; (the "ON" week), with NO curbside recycling collection occurring during the "OFF" week. A direct mailing with the calendar below was sent ot all County postal mail addresses. Please call our office if you need another copy.

PAY ATTENTION TO PLASTIC

Just because its plastic does not mean its recyclable in Lyon County. Food and Beverage containers with a "resin code" symbol are acceptable. Other plastic containers such as shampoo and detergent bottles are acceptable. If the plastic container did not come from your kitchen or bathroom it likely cannot be recycled.We have seen everything from dart boards to keyboards to kid toys or garden pots in the recycling containers. THOSE ITEMS ARE NOT RECYCLABLE.

ALL CONTAINERS MUST BE EMPTY AND RINSED ! (FYI; peanut butter is not recyclable... use a spatula to clean it out). It does not have to be spotless; quick rinse of a cleaned out container is acceptable.

Garage fluid containers (oil, antifreeze, seafoam, etc.) are NOT recyclable.

NO BAGS

Plastic bags have become an enormous problem for recycling processing facilities. Plastic bags CANNOT be used to contain other recyclables.

NO STYROFOAM

Styrofoam CANNOT be put in recycling containers. This includes carts and community recycling drop-off containers.

Lyon County is in the process of implementing a styrofoam recycling program, however, styrofoam to be recycled MUST BE DELIVERED TO LYON COUNTY PUBLIC WORKS. Styrofoam will NOT be allowed in recycling carts, or at community drop sites. Please call our office for details.

NO SHREDDED PAPER

Shredded paper CANNOT be disposed in recycling containers. Lyon County has a partnership with Advance Opportunities to recycle shredded paper. Please call the Environmental Department, or Advance Opportunities for details.

COMMUNITY DROP SITES

Lyon County has maintained 14 Community Recycling Collection Sites for many years. (LOCATIONS INFORMATION HERE). Some locations have sheds, but most locations had large closed dumpsters with side doors. These large containers and some sheds will be replaced in the coming months. These sheds and collection sites are to be used by RESIDENTS ONLY !!!  NO recycling from Businesses, Churches, Schools, or other non-residential sources.

Commercial/Industrial Construction Abatement

Duration
This policy is in effect from October 1, 2019, to December 31, 2022, and may be modified or rescinded at any time by the Lyon County Board of Commissioners.

 

Eligible Participants                                                                                                                                      

Any person or entity who constructs a new commercial building or a building addition that meets all criteria, is granted a tax abatement by the applicable city or township, and who files a complete application to seek formal approval from Lyon County between October 1, 2019, and December 31, 2022, may be eligible to receive a tax abatement of the County’s share of increased real estate taxes as a result of the building construction and/or addition, for a period of four (4) years provided all of the above and the following additional criteria are met:

  1. Property is located within Lyon County and zoned and permitted properly for the proposed development project.
  2. The applicant has not and will not receive other local public financial assistance (tax increment financing/TIF, Workforce Housing, Small Cities Development Program), however, this program will coordinate with other local government tax abatement programs.
  3. Project is built to building codes adopted at the time building permit is obtained.
  4. Property taxes are current and paid on time and in full.
  5. Program approval is obtained for construction beginning after January 2, 2019.

Lyon County Emergency Management Coordinator

Lyon County is accepting applications for the full-time Emergency Manager. The Emergency Management Coordinator is responsible for coordinating and directing the county’s emergency management program in compliance with federal and state guidelines, and to ensure emergency preparedness in Lyon County as listed below. The Emergency Management Director may be required to assist the Sheriff in other divisions as the Sheriff deems necessary. Qualifications are: Bachelor’s degree in emergency management or related field and two (2) years’ experience in emergency management, emergency preparedness, planning, business or public administration; or, an equivalent combination of education and experience which provides the requisite knowledge, skills and abilities for this position. This position assists in all communications and technology information functions in Lyon County, such as the diagnosing, repairs, upgrades, or replacing of hardware and software. The IT Technician’s primary responsibilities include help desk support and assisting with PC setups and installations. Work is performed under the supervision of the IT Director. Qualifications are: Associates/Technical degree with coursework in Information Technology, or related field. Six months’ experience working in a help desk environment; proficiency in computer hardware support and Microsoft office products, or equivalent combination of education and experience. Human Resources

 

Human Resources administers the personnel policies and procedures adopted by the Lyon County Board as well as classification and compensation plans, performance planning and review programs, and maintaining personnel records for each employee. Human Resources coordinates the recruitment, selection, orientation, development, transfer, and separation of employees. Affirmative action, Civil Rights compliance, Minnesota and Federal Family and Medical Leave Act, short-term disability, HIPAA regulations compliance, and ADA compliance are also major functions of the office.  The office coordinates and administers employee benefit programs for all departments, and works closely with Lyon County Administration and the County Board. 

The County Recorder is the custodian of the land records and vital statistic records pertaining to Lyon County. It is the responsibility of this office to preserve these records in an archival quality format and assure easy and accurate access to the same. Duties are defined as:

Lyon County Public Works includes the following Departments:

Highway (Road and Bridge): County road and bridge maintenance, road signage, flood control structure maintenance, and snow removal from county roads.

Geographic Information Systems (GIS): Maintains the County E-911 system, and provide mapping services.

Planning & Zoning: Also includes county programs for feedlots, shoreland management, septic systems, ditches, and invasive weed inspections.

Environmental: Manages the regional landfill, household hazardous waste program, and coordinates recycling, water management planning, and solid waste reduction efforts.
