NOTICE TO CONTRACTORS
Notice is hereby given that sealed bids/proposals will be received until 2:00 p.m. on July 10, 2018 at the County Government Center, 607 West Main, Marshall, MN 56258, by E.J. Moberg, Lyon County Auditor/Treasurer, on behalf of the Board of Commissioners for the projects listed below.
Minimum wage rates to be paid by the Contractors have been predetermined and are subject to the Work Hours Act of 1962, P.L. 87-581 and implementing regulations.
READ CAREFULLY THE WAGE SCALES AND DIVISION A OF THE SPECIAL PROVISIONS AS THEY AFFECT THIS/THESE PROJECT/PROJECTS
The Minnesota Department of Transportation hereby notifies all bidders: in accordance with Title VI of the Civil Rights Act of 1964 (Act), as amended and Title 49, Code of Federal Regulations, Subtitle A Part 21, Non-discrimination in Federally-assisted programs of the Department of Transportation, it will affirmatively assure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded maximum opportunity to participate and/or to submit bids in response to this invitation, and will not be discriminated against on the grounds of race, color, disability, age, religion, sex or national origin in consideration for an award;

A copy of Minnesota Statute 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 is available upon request from the contracting agency.”
“It is hereby agreed between the parties that this agency will require affirmative action requirements be met by contractors in relation to Minnesota Statute 363A.36 and Minnesota Rules 5000.3600. Failure by a contractor to implement an affirmative action plan or make a good faith effort shall result in revocation of its certificate or revocation of the contract (Minnesota Statute 363A.36, Subd. 2 and 3).”

All Proposals must be on forms furnished by the Lyon County Engineer. Sealed Bids should be mailed to E. J. Moberg, Lyon County Auditor/Treasurer, 607 West Main Street, Marshall, MN, 56258 and should be clearly marked as a sealed bid for SP 042-070-011. Bids must be accompanied by a certified check, cashier’s check or bidder’s bond, payable to Lyon County Treasurer, for at least 5% of the amount bid.
The Lyon County Board reserves the right to reject any or all bids and to waive any irregularities thereof.

Litter is unsightly. It destroys the natural beauty of Lyon County’s roadsides. Litter is expensive. Minnesota spends $ 2 Million a year picking up litter and that doesn’t count what cities and counties spend. Scenic and litter-free highways say "welcome" to visitors and make us proud to be Minnesotans. 
The Lyon County Sheriff’s Office Investigative Division is made up of one Investigator who investigates major crimes such as sexual assaults, burglaries, child abuse, physical assaults, homicide, financial and internet crimes, as well as assisting the patrol deputies when necessary.
The Investigator follows up on reports taken by patrol deputies. This division receives reports from Family Services and the Lyon County Attorney’s Office, and handle assignments directed by the Sheriff, or Sergeants. This division can also assist in investigating crime scenes with photographs, fingerprints, and other forensic evidence.
Cases that are sent to the Investigative Division by patrol deputies are reviewed by the Investigator and followed up on appropriately. If there are no leads, the case is filed as inactive. If there is additional information that surfaces the case can be reopened and investigated at such time.
The Investigative Division is also in charge of undercover operations such as alcohol and tobacco stings and drug sale crimes. All background checks for hiring within the department are handled by the Investigative Division. The Investigative Division also assists with internal investigations for other agencies.
